Dimitris Fourlaris is an Electrical Engineer (Energy), graduate of the National Technical University of Athens (NTUA), and holds a postgraduate degree in Techno-Economic Systems (Master of Science in Techno-Economic Systems) from a NTUA-National and Kapodistrian University of Athens (NKUA)-University of Piraeus (UniPi) joint program.
He has 40 years of experience in the energy sector, starting as an Operations Engineer at the Kardia Power Plant of the Production Directorate of the Public Power Corporation (PPC), and later at the Energy Control Centers of the Transmission Directorate of PPC.
Since the liberalization of the Electricity Market in 2001, he joined the personnel of the Hellenic Transmission System Operator (HTSO). From 2001 to 2012, he successively held positions from Supervisor to Director of the Operation Control Directorate of HTSO, being responsible for the System Operation Security while implementing actions according to the European directives and regulations for the liberalization of the Electricity Market. He managed significant crises in the Transmission System (handling high summer loads during the period 2005-2009, natural gas shortages in 2008 & 2012).
From 2012 to 2015, with the establishment of the Independent Power Transmission Operator (IPTO), he continued as a Director in the same Directorate. During the period 2015-2021, he successively served as Director in the Directorates of Strategy & System Planning, and Asset Management at IPTO.
He also participated in Working Groups of the former Union for the Coordination of Transmission of Electricity (UCTE, now ENTSO-E) from 2002 to 2006, while from 2006 to 2015, he was a member of the ENTSO-E System Operation Committee. He also has publications in scientific journals.
Since May 2021, he has been appointed as Deputy Vice President at the Regulatory Authority for Energy (RAE).
Since April 2023, he has been appointed as Vice President at the Regulatory Authority for Energy, Waste and Water (RAEWW) and Energy Sector BoD Chairman.
