Chairman’s Message

Dear Delegates,

I welcome you to our Institute's annual conference, "Energy and Development 2025", which this year celebrates its 29th year.

A well known conference which has become almost an institution in the Greek energy community. Through the Conference’s long history, we have witnessed the complete transformation of Greece's energy sector. From strictly controlled state-owned enterprises 30 years ago to today’s fully liberalized energy market with clear and transparent operating rules. In this sense, the Conference has exerted significant influence and impact over the years in promoting public debate, which lead to critical decisions on major energy and environmental issues in Greece and the region.

I feel very proud to once again chair the Conference and I look forward to meeting all speakers and session moderators, who support this flagship event with their presence and active participation.

As every year, the Conference will cover a wide range of topics, which helps advance a better understanding of the challenges that arise and the opportunities that are presented in energy markets. In this respect a number of sessions have been planned on Electricity and Gas, Renewables, Energy Efficiency, Hydrocarbon Exploration and energy market dynamics. This year's National Conference "Energy and Development" is taking place in an extremely volatile geopolitical environment with serious military conflicts in our region (Ukraine, Israel-Palestine, Iran), which inevitably raise issues of energy security and the supply of critical raw materials (CRMs), and to be hotly debated at the Conference.

The presentation of the policies shaping the International Energy Agency (IEA) Report, the World Energy Outlook 2025, is awaited with great interest. Also, this year's conference will address several topics from the field of technology such as Offshore Wind Farms, Hydrogen, Biomethane, Carbon Capture and Storage systems (known as CCS systems), innovative photovoltaic systems, etc. Furthermore, for the first time this year, an in-depth discussion will be held on nuclear energy and its possible use in Greece for power generation.

More than 80 distinguished scientists, academics, senior business executives and journalists from Greece and abroad responded to my invitation to participate in this annual event. I warmly thank them for their response and I await their interventions with great interest.

Furthermore, I extend my warmest thanks to the team of sponsors and supporters, without whose valuable contribution it would have been impossible to organize such a demanding Conference.

I sincerely wish all the participants, speakers and coordinators a pleasant and productive Conference.

Costis Stambolis
Chairman and Executive Director, IENE

Chairman’s Message
The Conference

Once again, the Institute of Energy for SE Europe (IENE) convenes the annual National Conference “Energy and Development 2025”, which this year marks 29 years of continuous organization with a wide participation from speakers, organizations and companies active in the energy sector both in Greece and in the wider region of SE Europe. Responding to international and regional developments, the scientific committee of the Conference has prepared a very interesting program that covers almost all aspects of the current energy debate including the burning issues of prices and resource availability.

The ”Energy & Development 2025” Conference will take place on November 11-12, 2025 and will be held at the OTE Academy in Athens.

The basic topics to be covered in this major national annual IENE event are electricity and natural gas markets in Greece and SE Europe, as well as power grids, emphasizing the issues involved in their further development and upgrade, with special focus on subsea electricity interconnections, energy storage systems, offshore wind farms and the difficulties faced in their construction and supply chain. Of particular interest is the large penetration of RES in the power generation mix and the problems created by load shedding, as well as energy efficiency with emphasis on buildings and its importance in the energy upgrade and improvement of the built environment. Also of great interest will be the discussion on the role of nuclear power as part of the decarbonization drive of the energy system and the shift towards clean fuels.

In the context of the overall discussion for safe guarding the availability of energy resources in the years ahead, in Greece and SE Europe, the issues related to energy security acquire a new significance. The importance attached to the classic Energy Trilemma is once again becoming relevant and a serious discussion on energy security issues is now necessary more than ever before.

New energy technologies and their adoption will be another area of interest at the 29th “Energy and Development” Conference, with special reference to Artificial Intelligence (AI) and how the latter is now being used in the management of energy systems, as well as the important role it is expected to play in the evolution and transformation of the energy sector. In this context, i.e. of new technologies, electromobility and its impact on networks and electricity production, the role of hydrogen and its applications in industry and transport, new advanced low-carbon fuels as well as CO2 capture, storage and utilization systems, known as CCUS, will be examined.

The flagship publication of the International Energy Agency (IEA), the “World Energy Outlook”, will once again be one of the highlights of the Conference, since this Report provides a global perspective of the developments in the energy field with assessments on how the situation is going to evolve in the coming years. In the same context, the key findings of IENE’s major study, the “SE Europe Energy Outlook 2025”, which is published by IENE every three years, will also be presented.

Finally, this year's “Energy and Development” Conference will address the investment prospects in the energy sector in the light of regional and international geopolitical developments. In this respect, the prospects for the discovery and exploitation of the significant hydrocarbon deposits estimated to exist in the Greek subsoil and seabed will also be examined.

As every year, this year too, the IENE National Conference “Energy and Development” is held under the auspices of Greece’s Ministry of Environment and Energy (MEER), the Regulatory Authority for Energy, Waste and Water (RAAEY), and the International Energy Agency (IEA).

The Conference is supported by a group of major energy companies active in Greece and SE Europe.
